Rolls pr-reviewer-plugin v0.65.0 (#297 / #298). The sweep now backs off before re-backfilling a head whose panel exhausted: 15 min, doubling to 4 h. Previously a deterministic failure re-ran the full panel every pass, e.g. protoAgent#4505 ran 14 panels in 3 h.

…backoff)

The sweep re-panelled an exhausted head every pass; 56% of Vera's exhaustions
were repeats on one head (pr-reviewer-plugin#297). v0.65.0 backs off 15 min,
doubling to 4 h, before re-backfilling it.
