Adds turtle translation docstring modules in backwards-compatible manner.
Supports translations for turtle docstrings in all supported Python versions -- 3.11 to 3.16 including PATCH versions (e.g. 3.14.0). Main
turtle_docstrings_{lang}.pymodule is a shim dispatching to proper docstrings version usingsys.version_info.
