refactor(telemetry): Retire handle events

What is the purpose of this PR / why it is needed?

Object manager telemetry has a big security value, but given the massive volume of events it produces, we never made use of it.
As it is only creating a technical debt, we're getting rid of all handle processors, event types, decoders, and so on.
