PR #2247 added envoyDeployment/externalTrafficPolicy config and retuned nova osapi uwsgi/probes/resources but merged without release notes or schema docs. Add the missing changelog fragment and document the new Gateway Schema fields and osapi defaults for operators. Assisted-By: Claude Opus 4.8
