The release job fails during restore with
MSB4126because the shared build action receives an empty$CONFIGURATION. On Windows, the workflow’s lowercaseconfigurationenvironment key collides with the uppercase key the action reads in Bash.CONFIGURATIONconsistently for the release build and pack steps, and remove the redundant step-level override.
