MOD-18335: Document namespace routing in the Agent Memory API

Adds namespace management, namespace-routing policy, and long-term-memory move operations to the public Agent Memory API reference. The create and move descriptions now explain automatic routing when placement is omitted, including their different no-match behavior.

Regenerates the public OpenAPI with the publishing exclusions applied, refreshes namespace references and related schemas, and preserves the existing product branding. Internal worker endpoints and the routingApplied field remain excluded.

Validation:

• OpenAPI 3.0 schema validation passed.
• Paths and schemas match the public generated specification after publishing exclusions: 14 paths and 22 operations.
• Internal endpoint and field exclusion checks passed.
• Hugo 0.143.1 site build passed after generating local example data. Existing unrelated link/example warnings remain. The rendered API page references the spec, and the served JSON matches the source file.
• The hosted API preview serves an OpenAPI document that exactly matches this commit.
• GitHub checks on f408e76e6: 96 passed and three skipped; no failures.
