Document Cloud RDI processor scaling

Summary

• add a Cloud RDI page that explains how Flink TaskManager capacity is set with advanced.resources.taskManager.replicas
• distinguish requested configuration, console metrics, and the RDI status API ready-replica count
• add processor-scaling answers to the Cloud RDI FAQ and link the guidance from the Cloud RDI landing and Settings pages

Before and after

Before this change, Cloud RDI documentation did not explain whether processor capacity was reactive autoscaling, how to set a replica count, or how to confirm it beyond billing. After this change, a user can set a Flink processor to three TaskManagers, understand that the console shows the requested value, and use the RDI status API to confirm three ready replicas.

• GitHub Actions setup and latest-docs build passed on commit a8f33df

Replaces #4081, which GitHub closed when its invalid slash-containing head branch was renamed.
