The jira input and processor already call license.CheckRunningEnterprise and are only bundled alongside the enterprise components (not in community), but info.csv listed them as certified and every file carried an Apache 2.0 header.

This marks both as enterprise in info.csv and moves the jira packages to the RCL header. Nothing outside the jira packages imports them, and runtime behaviour doesn't change since the licence check was already there.
