Mirrors the helm-charts bump: on each stable release, update PipelineDefaultImage (plus docs, chart values comment, and the pipeline golden) in redpanda-operator and open/refresh auto/bump-connect. Skips when operator main is already at or past the released version.

Adds an
update-downstreamstep that opens a redpanda-operator PR on each stable release, like the helm-charts bump does (e.g. redpanda-data/helm-charts#1778). The operator still defaultsPipelineresources toconnect:4.101.0.The step bumps
PipelineDefaultImagealong with its doc/values mentions and the pipeline controller golden, and adds a changie entry (the operator's changelog check requires one). It force-pushesauto/bump-connectand creates or edits the PR. It skips when operator main is already at or past the release, so a patch on an older line can't downgrade it. The PR link is also added to the Slack release post.Tested by running the step's
run:block in anubuntu:24.04container against operator main (push/ghstubbed): 4.112.0 produced the expected 5-file commit, and operator unit tests (pipeline golden, telemetry, v1alpha2) pluschangie batchpassed on it. 4.101.0 and 4.99.3 were both skipped.
