Renames the component from ROOT to streaming in antora.yml for version 23.3.

Part of unified navigation implementation - aligns with other version branches.

Rename Redpanda Self-Managed to Redpanda Streaming

- Add product-name attribute to antora.yml for future maintainability
- Replace all instances of 'Redpanda Self-Managed' with {product-name} in content
- Update hardcoded instances in README and CI files
