Reworks the Windows build pipeline around an IX-inspired Python/Jinja DAG with content-addressed storage, keep-going execution, typed result export, and automatic source/x86/x64/arm64-cross CI. Local validation completed: Python coverage 100%, verify-source passed, and bounded x64 verify-arch passed.
