Summary

Adds a /goal Claude Code skill. It writes down what a feature or fix should do, and how it will be proven, and gets that agreed before any code is written.

Why

  • On feat(onboarding): show job title eligibility statements for maybe and not eligible roles #1508, coding started on the wrong flow (contractor eligibility instead of EOR job title eligibility) because the goal hadn't been agreed first.
  • Unit tests passed, but checking the feature against the real API meant rediscovering env problems one at a time: which company has the feature flags, input limits that stop the check from firing, shared sandbox endpoints.
  • A written goal with verification claims and known gotchas means the next run already knows these.

What changed

Toggle details
  • New .claude/skills/goal/SKILL.md. Steps: find the target flow (ask when ambiguous), draft Goal / Scope / Copy / Out of scope / Open questions / Verification, stop for approval, show only the changed sections on each round, then save.
  • Verification is one row per claim with observable evidence (API response, visible text, screenshot name), plus env, seed, route and gotchas. It points at the existing verify-local-app / verify-sandbox-deployed-app skills to run them.
  • Goals are stored at ~/.claude/goals/<project>/<branch>.md, outside the repo: they never land in a PR and survive removing the worktree. <project> is the main checkout's directory, so worktrees share it.
  • A separate /verify skill that runs the claims automatically is deferred to a later PR.
  • No library code or public API changes.

Testing

  • Run /goal on a new feature: it asks about an ambiguous flow before exploring, writes no code before approval, and saves the file under ~/.claude/goals/remote-flows/.
  • Feature flag: N/A

Overview
Adds a new /goal Claude Code skill (.claude/skills/goal/SKILL.md) so feature work starts with an agreed written target before any code or branch creation.

The skill defines a four-step workflow: resolve ambiguous flows up front, draft fixed sections (Branch, Goal, Scope, Copy, Out of scope, Open questions, Verification), iterate by showing only changed sections until approval, then save with approved frontmatter. Verification requires one table row per claim with observable evidence (env, seed, route, screenshots, gotchas), and ties env to the existing verify-local-app / verify-sandbox-deployed-app skills. Approved goals live at ~/.claude/goals/<project>/<branch>.md outside the repo; scope changes call out src/index.tsx as public API. A separate /verify automation skill is explicitly deferred.

Agree on a written goal before coding: target flow, scope, exact copy,
out of scope, open questions and verification claims. The skill waits
for approval, then saves the goal to ~/.claude/goals/<project>/<branch>.md
so it survives worktree removal and never lands in a PR.

/goal usually runs on main before a branch exists, so naming the file
from the current branch saved every goal as main.md. The draft now
proposes a Branch, used for both the goal file and the worktree.

The skill is shared, so pointing at sibling repos under a home folder
only works on one machine. Defer to each user's local instructions for
counterpart repos, and keep the example gotcha free of internal names.
