Summary

Adds an explicit output locale step to Phase 1 so generated agents, skills, orchestrators, and CLAUDE.md pointers follow the user's conversation/project language instead of defaulting to Korean from the meta-skill template.

Motivation

Closes #28 — users reported harness generating Korean agent/skill content even on English projects because the meta-skill body is Korean.
