…oded 3.15.4.redhat-00001 pins on quarkus-jdbc-postgresql and quarkus-agroal. Those extensions will now resolve from the builder image's Quarkus BOM

Updated pipeline/workflow-builder.Dockerfile to drop the hardcoded 3.15.4.redhat-00001 pins on quarkus-jdbc-postgresql and quarkus-agroal. Those extensions will now resolve from the builder image's Quarkus BOM
