This PR resolves all governance documentation issues assigned to @Taylor-Kay by adding two new documents to the
Governance/folder. All changes are self-contained within theGovernance/directory.Changes
Governance/policies/STALE_PRS.md(closes #1607)Defines the 30-day staleness threshold, a 3-step nudge-and-close sequence (stale label on day 30, maintainer review on day 37, closure on day 44), exception cases (on-hold, blocked, draft PRs), and a clear reopen path for contributors.
Governance/processes/ROADMAP_GOVERNANCE.md(closes #1605)Documents how roadmap items are proposed by any contributor, reviewed and approved (project lead + 1 maintainer quorum), communicated quarterly, and maintained on an ongoing basis. Covers proposal outcomes, approval thresholds, quarterly cadence, communication requirements, and role responsibilities.
