Summary

Add a formal conflict resolution process to the TeachLink Backend governance documentation.

Changes

• Added Governance/processes/CONFLICT_RESOLUTION.md
• Documented the conflict resolution process and escalation steps
• Defined the role and responsibilities of a neutral facilitator
• Added guidance for documentation, confidentiality, and conflict outcomes
• Added protections against retaliation, harassment, and bad-faith use of the process
• Included document version/status and review guidance

Scope

This change is intentionally limited to the Governance/ folder and does not modify application code or existing functionality.

Validation

• Verified the new governance document is located at the required path
• Reviewed Markdown formatting and document structure
• Confirmed the documented process covers the issue acceptance criteria
• Confirmed no unrelated files or functionality were changed

Acceptance Criteria

• Governance requirement implemented
• Conflict resolution steps documented
• Neutral facilitator role defined
• Escalation path defined
• Change documented
• Scope limited to the Governance folder
• No application functionality changed
