docs(governance): add credits and acknowledgements policy (#1636)

Summary

Adds Governance/policies/CREDITS.md, a versioned policy for recording and maintaining project credits and acknowledgements. The change is limited to the Governance folder and does not modify application code, configuration, dependencies, or runtime behavior.

Policy coverage

• Defines evidence-based eligibility for code and non-code contributions, including reviews, documentation, testing, design, operations, security response, and community support.
• Establishes contributor choice for display names, handles, anonymity, and public acknowledgement, with privacy safeguards for sensitive work.
• Specifies the Markdown credits-register structure, required metadata, contributor entry fields, evidence links, date format, and change log.
• Requires maintainers to append accepted contributions within 30 days, reconcile the register quarterly, and review it annually.
• Versions policy and register changes independently and distinguishes contribution credit from permissions, endorsement, ownership, and third-party legal attribution.

Validation

• git diff --cached --check: passed.
• Static policy checks: required sections and cadence present; code fences balanced; relative Markdown links resolve; no trailing whitespace.
• get_errors on the new Markdown file: no errors reported.
• markdownlint-cli2 and Prettier are not installed in the workspace, so those formatters could not be run.
• No application test or build was run because this is a documentation-only change with no runtime or build inputs modified.

Scope

Only Governance/policies/CREDITS.md is changed.
