Run only latest Postgres + SQLite job with -race - #1429

Try to get the total time on our test suite down a little bit by only running a couple of the "primary" jobs with `-race` instead of doing it for every last job in the matrix. LLMs will generally run at `-race` with high `-count` numbers before finishing a project, so it's not quite as important to have endless `-race` coverage in CI as it used to be.
