A few tweaks to the JS release document - #1458

I had Codex do a pass on the JS release document to try and get it down to more succinct, readable format (all of these LLM-generated docs are *extremely* verbose right now). I removed all the precheck commands because these will all have run during a green CI build, and they take a substantial amount of time to run locally and would slow things down.
