release: prepare v1.6.0

What

Bumps the version to 1.6.0 and adds the CHANGELOG entry for everything merged since v1.5.1:

• Easy EU region selection: ROBOFLOW_REGION, auth login --region, auth set-region #513 EU region selection (ROBOFLOW_REGION, auth login --region, auth set-region)
• Let callers keep an annotated image out of the Dataset #531 add_to_dataset on single_upload / save_annotation
• [ar-api] 1/2 CLI: accept action-recognition as a project type #532 project create --type action-recognition
• [ar-api] 2/2 Train Action Recognition projects from the SDK #533 Action Recognition training via Version.create_training

The bump is a minor release because #513, #532 and #533 add features.

Before publishing the v1.6.0 GitHub release

Publishing the release triggers publish.yml, which pushes to PyPI.

• @digaobarbosa: [ar-api] 1/2 CLI: accept action-recognition as a project type #532 needs a platform release that accepts the action-recognition project type. Older platforms return HTTP 422, and the CLI shows a hint. Please confirm that platform release is live, or that shipping the hint path is acceptable.
• @iurisilvio: please check the Let callers keep an annotated image out of the Dataset #531 entry wording.
