Problem

Run 40201211187 failed as a "workflow file issue" with no job logs — GitHub rejected .github/workflows/rebuild-content-qa.yml before any job started.

Root cause

Commit 971622d (#2920) accidentally added a second bare env: key directly above the existing one on the Guard – approuter serves referenced CSS + islands (QA) step:

if: ${{ steps.source_errors.outputs.bad_slug == '' }}
env:        # <- added by 971622d5a, empty
env: # <- pre-existing, with the real mapping

Two env: mappings on one step is invalid Actions YAML. (yq tolerates it by keeping the last key; GitHub's workflow validator does not.) This froze QA content rebuilds.

Fix

One-line deletion of the extra empty env:. Verified: all 18 workflow files scanned clean for adjacent duplicate env: keys; yq parses the file OK.

Commit 971622d (#2920) accidentally added a second bare `env:`
above the existing one on the QA asset-guard step. Two env mappings
on one step is invalid Actions YAML, so GitHub rejected the whole
workflow file before any job ran -> run 40201211187 failed as a
"workflow file issue" with no job logs, freezing QA content rebuilds.

Fix: drop the extra empty env: line (one-line deletion).
