feat: enhance Wiktionary dump handling in CLI

• Added user prompts for existing dump files to skip or overwrite downloads.
• Introduced functions to resolve and prompt for Wiktionary dump languages and paths.
• Updated interactive mode to support selecting and processing Wiktionary dumps.
• Improved test coverage for new functionalities related to Wiktionary dumps.
