fix(home): give the quick-switch carousel room above the bottom nav - #99

The carousel sits in Home's bottomBar slot, directly on top of the app's bottom navigation bar, and its 4dp bottom padding left the chips nearly touching it. Bump it to 12dp.

The quick-switch carousel sits in Home's
bottomBarslot, directly on top of the app's bottom navigation bar, and its 4dp bottom padding left the chips nearly touching it. This bumps it to 12dp.navigationBarsPadding()stays for the rail layout, where there's no bottom bar.
