- added isDeadLetter() helper - exposed the DEAD_LETTERS env var to docker - removed logging from inside emailer, so that caller can choose what to write to the log

the environment variable
DEAD_LETTERS" can contain one or more email suffixes separated with;ex.example.com,simon@hatesemail.comor the most of the internet.org;.com;.net`it can be added to production's environment ( ex. maybe
shift.overridesor is itshift.overrides.production... i forget ) -- then node restarted.it will skip sending to the indicated addresses while still sending an email to the shift team.
