Add Linux Wine notes and F13-F24 key definitions

Summary

• add F13-F24 key definitions using ps2avrU key indices 145-156
• document running the Windows AIR bundle on Linux with Wine
• add helper scripts for launching and packaging a local Wine bundle

Notes

• does not vendor Wine, Proton, Adobe AIR, HARMAN AIR, or generated release bundles
• includes udev guidance for ps2avrGB hidraw access

Validation

• validated keyindex JSON files with jq
• verified helper shell scripts with sh -n
• tested F13-F24 definitions locally in the Wine-run Bootmapper bundle
