Reduce motion for users with prefers-reduced-motion

Users who have enabled "reduce motion" in their OS accessibility settings should see animations disabled or minimized. Framer Motion supports the useReducedMotion hook. This should be wired into TaskList, TaskFilter, and ThemeToggle animations.
