Tightens the shrink-only TypeScript diagnostic ceiling from 225 to the independently measured live count of 223.
Verification: the dedicated 10-test ratchet suite passes when this value is applied in the active GraphQL worker worktree, which has the installed workspace dependencies.
This unblocks legitimate product commits while preserving the immutable plant ceiling and the no-regression guard.
