feat(admin): promote reviewed encounter bundles - #791

Add the faculty API and admin panel over the immutable encounter-bundle service from #788. Preview lists blocking review/provenance attestations, refuses stale or partial selections, and a successful promote returns only the opaque learner launch identity. This does not replace scenario-review-promotion (gate/stage) or promoteEncounterRuntimeAssetBundleForLocalUse.
Mount the promotion registrar on createApiApp and expose the faculty panel on the seed exam workbench. Preview blockers, one atomic promote, and an opaque learner launch identity are covered by a composition API test and an App render test.
