Pre-existing test failure on staging: file/manage secret-bearing archive provenance #6574

app/api/tools/file/manage/route.test.ts fails on staging at 9b9f4ee:

  > extracts a secret-bearing archive with unknown output provenance
AssertionError: expected 500 to be 200

Reproduces on a clean origin/staging worktree with no feature branch involved (Tests 1 failed | 14 passed), so it is not introduced by any open PR.

fix(v2-api): close three secret disclosures, make the surface consistent, and align docs with signatures (#6560) is the most recent commit touching this area.

This currently reddens Test and Build / Lint and Test on every open PR that has merged staging, including #6561.

Noticed by gstack /babysit while working #6561, which does not touch file tools.
