头条写太长了。中英两条 1467 → 458 与 2887 → 871 字符，邻居 v0.9.4 是 978 / 2428，现在比它还短。

留的是「做了什么 + 为什么值钱」：只含活跃行、密钥 / PII 整条不进、报告先于文件、超水位回 413、一条不合格整包拒、干跑为默认、share_external_id 幂等、物删所以收回后还能再导、409 与 503 分开答两种「没有」。

删的是括号里的机理（「半截密钥既不能用也不安全」「归档会占住去重键」这类）——CHANGELOG 里每条都写着，头条重讲一遍就是啰嗦的来源。

包 README 版本表那格 702 字符（v0.9.4 那格 627），只长一点点，这次没动；要一起压我再剪。

验证：readme-claims.test.js 3/3。纯文档，不影响已发布的 v0.9.5（Release 正文是从 CHANGELOG 生成的，与 README 两张表无关）。
