Impetus came from work done on #217. SmallBASIC supports SDL, Web, Console, and GUI versions. Each UI requires different libraries binaries to be built. There are no targets in the Makefile for packaging the different UIs and their relevant files. The breaking up into smaller pieces would also help with building and installing the required libraries and binaries rather than everything.

This would simplify workflows for package managers and also help when porting to newer packaging systems (NetBSD's pkgsrc, OpenBSD, etc.)
