PLEX-3129 EVM LP skip block

Add CLI that allows admin to force LP to start processing block from a new checkpoint.
Depends on:

• PLEX-3129 EVM LP allow to fast forward to a block chainlink-common#2237
• PLEX-3129 LP skip blocks chainlink-evm#501
