PubLedge's OAIP pages overstate coverage and currency, and an unissued PubLedge JIA template carries OAIP issuer and official-source attribution. This corrects the public wording and native provenance, then regenerates the published tree.

• Make partial coverage explicit, retain the dated known-agreement gap, distinguish indexed sections from obligations, and bound the manifest-integrity claim.
• Label the template as an unissued PubLedge proposal across browse, search, feeds, JSON-LD and APIs. Remove the false issuer edge through an admitted successor preserving the original human receipt, stable ID, terms and verification dates.
• Keep original drafts out of operational calendars, clarify the templates listing, promote existing dated Doctronic limits, and wrap the provenance summary on mobile.
• Pin the shared checker to Obligation First PR #19, exact commit 1857e686efb674ed54be8c33b10b9d18f5c7db41. Its narrow adapter validates this exact issuer withdrawal.

Validation: local canonical npm run verify:ci passed at 796e4dd0fca027fc0717234d0440803cd50c5193, with required OF checks and original-main admission comparison d0100ab70cdcfbe12cf2b1a58954cfb70be66a59. This includes schema/admission/mapping/projection checks, presentation regressions, the eval suite and generated-tree parity. Independent Anthropic agent simplicity reviews covered every changed path across the complete initial diff and follow-up deltas; all findings were resolved and final review passed. No simplicity gate was skipped.

Rendered Comet review and retained axe checks cover the affected pages. Existing dark homepage date-card contrast and mobile table overflow reproduce on the baseline and remain documented in the evidence record. No full-site accessibility acceptance is claimed.

No newer agreement was admitted and no per-record legal verification was renewed. Source, manifest and generated output are committed together. Package publication is outside this site deployment.

Final GitHub validation: CI run 38678857295 passed build and accessibility jobs at 796e4dd0fca027fc0717234d0440803cd50c5193. The retained accessibility artifact contains 160 URL results, no violations, no incomplete checks and no scan errors.

Delivery verified: merged as 1d47a0ee120c436f1f198373dd59fe0cdc1dbd2e after Obligation First #19. The merged tree is identical to reviewed head 796e4dd0fca027fc0717234d0440803cd50c5193. GitHub Pages deployment succeeded from that merged commit. Post-merge CI tracks that exact main head.
