… fixtures + clone allowlist Owner-approved plan: New-BarePlatform + New-KnownContentPlatform in TestBase.psm1 (patterns lifted from the labs and destination-hold), shared lab-helpers.mjs (dedup the 25-copy rcon/mk/cleanupAll trio), migrate exactly 9 clone-wasting tests (~12-18 min/run saved vs a 15-min CI timeout), and a SCALE_FIDELITY_TESTS allowlist rule in lint:test-grounding so the big clone becomes a reviewable act. Queued AFTER PR #76 merges (tests re-baseline there).

Owner-approved plan from the fixture-overhead investigation: two standard fixture primitives (bare fixed-size floor + deterministic known-content kit with committed manifest), shared lab helper module, 9 worst-offender migrations (~12-18 min/run saved), and a scale-fidelity allowlist making the 60-90s clone a reviewable act. Execution is explicitly gated on #76 merging first. Evidence basis: two read-only exploration reports (inventory: 15/19 tests clone, only 1 clearly needs scale; mechanics: the cheap pattern already proven in the labs and destination-hold).
