docs(oci): name Node.js 24 as the oracle's runtime in domainToASCII - #43

domainToASCIIsaid Node.js 26, but the ts-oracle runs in thenode:24-bookworm-slimimage that versions.yaml pins (settled in #42, since the reference's nan@2.25.0 does not build node-pty on Node 26).No behavior change, so no regression test (documentation exception in AGENTS.md).
