This PR recovers the documentation and agent configuration updates that were orphaned when the previous ReDoS PR was merged early. It adds the CI Pipeline & Baselines section to CONTRIBUTING.md, creates the PR template, and wires the
ci-push-checklistskill into Claude and Gemini contexts viaAGENTS.mdand.claude.md.
