Summary requests previously stopped on context overflow even when older history could be removed safely. Retry classified overflow against bounded 70%/50%/35% targets while preserving the previous summary, instructions, latest user request (including image-only input), and complete recent tool groups. Transient retries keep one budget, and successful summaries include usage from recovery attempts.
The change is independent of #195's summary-integrity and completion-check work. Failed/aborted compaction accounting retains its existing contract, documented in the new guide.
