fix(release): align Knowledge with Eval 0.145.0

Summary\n\n- Bump Knowledge to 7.2.3.\n- Require Eval >=0.145.0 <0.146.0 and pin development installs to 0.145.0.\n- Update the lockfile and install documentation.\n\nThe existing Knowledge import uses Eval's canonical /experiment subpath. No compatibility shim or duplicate implementation is added.\n\n## Verification\n\n- pnpm run typecheck\n- pnpm lint\n- pnpm test -- --maxWorkers=1 (60 files passed, 558 tests passed, 3 files and 12 tests skipped)\n- pnpm build\n- pnpm verify:package (clean repack, five imports, one installed Eval 0.145.0 copy)\n
