Publish Runtime 0.133.8 with the accepted-result bridge turn fix from #829.

Contents

• Runtime package version 0.133.8.
• Changelog and generated API version metadata.
• Testing fixtures regenerated for 0.133.8.
• Bench remains 0.8.8 because its consumer surface is unchanged.

Proof

• fix(bridge): finish active turn after accepted result #829 merged at 24549c4 with all four CI jobs green.
• Release branch is based on 24549c4 and passes the version-bump guard.
• git diff --check and git merge-tree --write-tree origin/main HEAD pass.

After merge, tag the exact main tip as v0.133.8. The existing agent-bench-v0.8.8 tag remains the matching Bench release.
