* made the reporter self demoting process cleaner and safer * tied up some loose ends on pending switches to a self demoting reporter and handling the possibility of a long lasting query aggregating and trying to give them rewards after self demoting and the reporter object being deleted * fixed lint issues * updated go mod in e2e * fixed dispute test that was failing due to the fact that ther reporter was not automatically deleted after calling switch reporter due to the changes made previously in this branch * fixed test now that reporter objects are not deleted immediately on self demotion * addressed PR comments and put more checks for switching to a pending self demoting reporter so that it is blocked * addressed issue with tests (cherry picked from commit 3ecc7b4) Co-authored-by: CJPotter10 <91627020+CJPotter10@users.noreply.github.com>

Added some housecleaning for things like pending rewards and switches to a reporter that self demotes
