Refactor: Dissolve the root tools/ directory - #179

CI-only scripts (release, stubs, guide check) move to .github/scripts/; the wasm interpreter build moves into python-multiplatform/scripts/wasm/; install-python.sh moves into the plugin's resources, which will ship it (#90); loop-verify.sh is deleted.

Moved: tools/release and tools/stubs and tools/check_guide.py to .github/scripts/ (CI-only); tools/wasm/build-cpython.sh to python-multiplatform/scripts/wasm/ (the interpreter that module embeds); tools/xcode/install-python.sh to python-multiplatform-gradle-plugin/src/main/resources/xcode/ (to be shipped by the plugin, #90). Deleted: tools/loop-verify.sh (gate of a retired loop, unreferenced). All references updated (workflows incl. stubs.yml paths filter, wasm.yml, release-sync.yml, build scripts, Xcode build phase, docs, AGENTS §2/§4); scripts that locate the repo root recompute it for their new depth. docs/archive untouched.
Verified locally: release script self-test 49/0; check_guide 10 pages 0 failures; plugin test 274/0; desktop and androidNative compile OK; iOS simulator build from the new script path (xcodebuild EXIT=0, 67 extension modules wrapped, payload installed) and launch: DEMO 1 and DEMO 8 pass. build-cpython.sh not run (syntax-checked only).
