Feat: Expose each target's CPython link library next to its include directory - #58

…irectory Android must link libpython explicitly (Bionic does not resolve undefined symbols from the host process) and Windows links python314.lib; macOS, Linux and iOS link nothing and say so (isLinkRequired=false). libraryDir/libraryFile carry the extraction task like includeDir.

libraryDir/libraryFile(target, flavour) on cpythonIncludeDirectories: android-* prefix/lib/libpython3.14.so, windows-x86_64 python/libs/python314.lib (free-threaded python314t.lib); macOS/Linux/iOS isLinkRequired=false. 6 new tests against the observed tree. Coordinator: plugin tests 184/0.
