Add the .tiny lexer/parser/AST with caret diagnostics, lowering with type checking to a typed SSA Graph IR (printer, parser round trip, verifier), a numpy int64 oracle and an independent scalar interpreter, a tinyc CLI, six examples, language/IR docs, and golden-file tests (20 error messages, IR for every example).
