Part of tinyhumansai/openhuman#7328 (phase 4: approval engine on the module).

Why

The host approval gate cannot move onto the module because the released engine (v0.9.0) fixes 1..=128 approval scopes at init, accepts only the module's own four effect classes as tool names, and has no tool-name or per-flow grants. OpenHuman's subjects are unbounded (SaaS tenants, derive_with agents) and its tools are arbitrary. This PR adds the missing capability; the host work follows on the release.

Contract 1.17 (additive)

  • RegisterApprovalScope2, ReplaceApprovalScope2, RetireApprovalScope2: private host-only members (authenticated init peer) that add, atomically change and remove subjects after init. Identical re-registration is unchanged; reuse of an identity or subject conflicts; stale generation, bad grants or a bad stream deny. At most 65,536 live scopes. The ports admit the subject (store scope plus its own audit stream) before it is usable; runtime scopes always forward audit to the host AuditSink2 and never open a native journal. The engine owns the generation.
  • ApprovalGrants2 on a registration: exact tool names and exact tool names inside a named flow. A grant only converts a required approval into an automatic row (auto:tool-grant, auto:flow-grant), persisted and audited. It never overrides a denial, a Cron external effect, reviewed reuse or a human-only tool (HUMAN_ONLY_TOOLS2, native_*), which registration also refuses.
  • Check::HostTool {}: lets the host request approval for a tool the module cannot inspect. Alone it is approval_unavailable (needs a human); beside Path or Command checks those stay authoritative; invalid for reserved names and beside Unknown/PolicyChange.
  • Audit correlations stay host-allocated (documented); the module does not mint them.

Tests

  • Engine: registration, idempotence, conflicts, stale generation, capacity (65,536), replace, retire, grants (tool, flow, SaaS, Cron external, human-only), host-tool external effect.
  • Policy: HostTool verdicts, reserved names, hard denials beside the marker.
  • Module over the real in-memory bus with the authenticated peer: register, grant, tenant prompt and decide, replace, retire, non-host peer refused; ApprovalClients admit/release.
  • New native example approval_scope_native_contract runs the flow against the loaded cdylib; wired into the Linux, macOS and Windows jobs. The existing native examples still pass.
  • Local: cargo +1.99.0 clippy --all-targets --all-features -D warnings, cargo fmt --check, rustdoc -D warnings, full workspace tests, and the 90% per-file coverage gate all pass.

Docs: MODULE.md section, approval README, README contract line.

Summary by CodeRabbit

  • New Features
    • Added runtime approval scopes that can be registered, replaced, and retired while the system is running.
    • Added host-configured tool and flow grants that can automatically approve eligible requests; ungranted requests still require approval.
    • Added approval checks for host-provided tools without overriding restrictions on reserved tools or other safety checks.
  • Documentation
    • Documented contract 1.17 runtime scopes, grants, and host-tool checks.
  • Tests
    • Added cross-platform contract coverage for runtime approval scopes.

…ool check (contract 1.17)

Part of tinyhumansai/openhuman#7328 (phase 4 approvals).

- RegisterApprovalScope2 / ReplaceApprovalScope2 / RetireApprovalScope2 add, change
and remove subjects after init (SaaS tenants, derived agents); the ports admit the
store scope and audit stream first, runtime scopes forward audit to the host sink.
- ApprovalGrants2: exact tool and per-flow tool grants convert a required approval
into an audited auto:tool-grant / auto:flow-grant row; never override denials,
Cron external effects or human-only tools.
- Check::HostTool lets the host request approval for arbitrary external-effect tools
without relaxing path or command checks.
- Native example approval_scope_native_contract runs it against the loaded cdylib.

description

  • Conclusion: Success
  • Scope reviewed: all assigned evidence
  • Lane summary: The pull request's description matches what the diff does: runtime approval scopes, tool/flow grants and the host-tool check, with tests and docs, plus one earlier finding I raised on init-duplicate subjects, now fixed by the new `init_rejects_duplicate_identities_and_duplicate_subjects` test and the `holds_subject` check in `Engine::new`. Before committing to that verdict I want to look up `tinysecurity_auto::rules::evaluate`, `tinysecurity::approval::scope_handle` and `Engine::advance_generation` — three functions the changed code calls into that could move whether a grant can publish an automatic approval, whether a subject key has further shape, and whether the table lock I rely on for the linearization claims is actually the one the engine takes. The changed policy engine and the `Policy::one` path also look like they need more unchanged context than I have in front of me. I will use the four lookups below to settle those, then either produce findings or produce a clean verdict with the resolved finding listed. Note that every lookups call in the schema requires `kind` and `why`, which I have set, and I intend to hold the final verdict until then, since the review says a verdict on this turn is provisional anyway. (1 earlier finding(s) still open) _The code index is behind this pull request (indexed at `dbdb6cf7817a`), so retrieved context may be out of date._

📝 Walkthrough

Contract 1.17 adds runtime approval-scope operations, exact tool and flow grants, and the Check::HostTool variant. The approval engine, policy evaluation, and module callbacks support these additions. Tests, documentation, a native contract example, and CI checks cover the changes.

Changes: Runtime Approval Scopes

Layer / File(s) Summary
Contract 1.17 types and operations
crates/tinysecurity-bus/src/approval_scopes*, crates/tinysecurity-bus/src/{lib.rs,names.rs,policy.rs}, crates/tinysecurity-bus/tests/*, MODULE.md, README.md, crates/tinysecurity-approval/README.md, docs/specs/runtime-approval-scopes.md, docs/plans/runtime-approval-scopes.md
The bus exports scope lifecycle requests, grant types, receipts, and Check::HostTool. The contract version is 1.17. Serialization tests, compatibility tests, specification, plan, and contract documentation cover the additions.
Host-tool policy handling
crates/tinysecurity-policy/src/*, crates/tinysecurity-approval/src/binding.rs
Policy evaluation handles eligible host-tool names and retains denials from concrete checks. Host-tool checks contribute to scoped fingerprints and the approval external-effect flag.
Live scope lifecycle and grants
crates/tinysecurity-approval/Cargo.toml, crates/tinysecurity-approval/src/engine.rs, crates/tinysecurity-approval/src/engine_tests.rs, crates/tinysecurity-approval/src/engine_scopes_tests.rs
The engine stores live scopes and supports registration, replacement, and retirement. Exact tool and flow grants can approve matching requests with grant-specific attribution. Tests cover validation, port admission, capacity, generation changes, and lifecycle behavior.
Host RPC and runtime callback integration
crates/tinysecurity-module/src/adapter.rs, crates/tinysecurity-module/src/adapter_approval_tests.rs, crates/tinysecurity-module/src/adapter_scope_tests.rs, crates/tinysecurity-module/src/approval_callbacks*, crates/tinysecurity-module/examples/approval_scope_native_contract.rs, .github/workflows/ci.yml
The module exposes host-only scope operations and manages scope-specific store and audit clients. Integration tests and the native contract example exercise registration, grant decisions, replacement, and retirement. CI runs the example across platforms.

Merge Risk: ⚪ Minimal · up to 2a0f9

The change adds runtime approval scopes, grants and host-tool checks. No unresolved merge-blocking issue was found in the supplied evidence.

Security architecture risk: 🟡 Moderate · up to 2a0f9

Concurrent permission changes can leave an approved operation usable above its new access limit. Retiring and re-adding an initially configured identity can also break audit-stream continuity. Trusted-host access and existing denial checks limit exposure, but these lifecycle gaps warrant resolution before adoption.

Retained concerns

  • Medium · security · inferred: An approved Full-tier operation can race a scope reduction to Read and still receive a successful execution reservation. ReplaceApprovalScope2 permits changing the ceiling without changing policy_ref or generation. consume_inner captures the registration before awaiting storage, checks the request against that snapshot, and later revalidates identity, policy, generation and grants/posture without rechecking the live ceiling. If independent policy still permits the operation and its grant/posture remains valid, replacement can complete before reservation commits without rejecting the now-over-ceiling action. The base's fixed scopes did not expose this replacement race.
  • Medium · security · inferred: Lifetime audit-stream pinning omits initialization subjects. ApprovalClients creates their audit clients but initializes the stream-pin map empty. The new retirement operation frees an init subject, and runtime re-registration can therefore pin it to a different stream. Audit appends select a client by subject rather than a stream captured in the row, so an old in-flight operation can target the replacement stream. Tail and receipt checks may reject the append, but do not enforce the original stream when tails align. Host-only lifecycle access limits reachability; this is an audit-continuity risk, not demonstrated cross-tenant access. The base could not perform this lifecycle transition.
Security review details

Security Blast Radius

  • inferred — The initialized host peer can manage all registered subjects within its module instance. The identified ceiling race concerns an already-approved operation for the affected subject; the stream gap concerns an initialization subject retired and re-admitted during that instance's lifetime. A cross-tenant or cross-service exploit was not established.

Security Findings and Attack Paths

  • inferred — A caller retaining an approved higher-tier action could benefit from consumption overlapping a trusted host's ceiling reduction. Changing policy_ref or generation defeats this path, but lowering only the ceiling does not participate in the final live authorization checks.
  • inferred — Trusted-host retirement and re-admission can assign an init subject another audit stream. A delayed old operation may then append through the newly selected client. Receipt verification authenticates the selected batch, not continuity with the stream used before retirement.

Trust Boundaries and Controls

  • observed — The module serves lifecycle operations through the existing authenticated wrapper, which requires the exact initialized peer and rejects context-free calls. Subject identity is explicitly a trusted-adapter claim, not model input. This enforces the module boundary but does not independently establish production host tenant provenance.
  • observed — HostTool cannot mask concrete Path or Command denials and is rejected for reserved names or alongside Unknown and PolicyChange. Grant registration excludes human-only and native-prefixed tools. Grant selection follows mandatory-denial classification and preserves reviewed-reuse precedence.

Resilience and Maintainability Implications

  • observed — Runtime subjects deliberately retain their stream pins after release to protect delayed operations from ledger reassignment. Failed post-CAS authorization checks deliberately burn reservations. Neither retained runtime pins nor terminal outcome recording alone demonstrates newly executable authority.

…t-tool checks

Address review of #22:
- registration and retirement hold a lifecycle lock across the ports' awaits;
a failed admission is undone and a stale audit client never keeps its stream
- begin reads posture, policy reference and grants from one scope snapshot
- Check::HostTool is evaluated after every concrete check so it never masks a
  later hard denial
- add the runtime approval scopes specification and plan
