Summary
Two additions (see CHANGELOG 1.2.0): a reusable workflow that fills Dependabot PR bodies with the required hygiene sections (honest governing-spec declarations from changed files) so dependency PRs stop perma-blocking on body-section gates, and an operations runbook distilling the release process, repo onboarding, and the failure playbook learned during rollout.
