gh pr merge --squash --autoinstead of polling, org PR-body superset, hardcoded "governance version 1.0.0" replaced with a.governance-versionpointer (the prose-version rot the baseline gate now warns about), Gates & Failure Playbook section pointing at the org runbook, token rules deduplicated to org canon.
