feat: add Cortex agent lifecycle parity

Summary

• add Cortex to setup/install/configure/restart/status flows at the two-unit Creator boundary
• use /health readiness and deliberately refuse browser UI for the API-first Cortex runtime
• correct Hermes to the current one-unit contract and document Cortex as a production-gated preview

Verification

• cargo test -p atomek-cli -p tytus-tray — 342 tests passed
• targeted Cortex readiness/UI/unit tests included in the tray suite
• git diff --check passed

Existing repository gates

• workspace-wide cargo fmt --all -- --check is already red in untouched progressive-sync files
• strict Clippy is already red at untouched progressive-sync/src/apply.rs and cli/src/main.rs:2979

Safety boundary

This merges packaging and UX support only. It does not activate Cortex for customer accounts or production fleet capacity.
