Overview
Updates the google-vertex entry in the SDK live-test provider spec so CI smoke runs use region us-east5 instead of europe-west4.

That region is passed into the synthetic Vertex provider account the harness builds for key-file auth, so live calls hit the region where the test project has more quota. No models, credentials, or smoke model selection change.
