docs: add the 0.1.15 changelog - #271

Roll the Unreleased section under 0.1.15: rule schema 23 to 26, the .agents and staged harness walk, and rules AGCFG-008, AGCFG-009 and AGCFG-010 (340 to 343 rules, none removed). State that scores can fall on repositories that keep skills under .agents/, and that engines older than 0.1.15 skip the new rules and report a degraded scan.
