fix(review): say what the Harness files line checks - #272

The summary line still said no rule judges Codex hooks, OpenCode plugins, agents and harness guidance files. Codex hooks are now checked for risky commands and guidance files for hidden text, so say that, and that plugins and agents are not judged.
